Position Summary

The Corporate Director, Financial Services is accountable for the strategic direction of financial planning and decision support for the organization. The Corporate Director provides leadership to the Senior Executive Team and the Audit and Finance Committee of the Board within and around financial planning in order to facilitate achievement of the mission, goals, and objectives of Interior Health (IH) in accordance with the organization’s values. The Corporate Director makes recommendations to the Board, Senior Executive Team, and Vice-President on financial and risk management issues as they relate to both the strategic direction and day-to-day operations of the organization. The Corporate Director is also responsible to monitor financial and program performance to identify areas of risk for the organization. This monitoring and analysis is used by the Senior Executive Team to allocate scarce resources to set new standards of excellence in the delivery of health services in the Province of British Columbia.

• Responsible for strategic planning processes and projects that have Interior Health-wide impacts and require consultation with other jurisdictions and senior executive.

• Informs the organization of financial and business risks that impact the organization and develop strategies to mitigate those risks. These risks are monitored through the analysis of data and information.

• Establishes and maintains systems for financial planning and internal control, which include payroll, accounting, accounts receivable, budgeting, accounts payable, fixed assets, and the general ledger; controls which safeguard the assets of IH.

• Compiles and organizes requests for funding from internal and external service providers to develop the Budget Management Plan for the Health Authority. Allocates scarce resources, requiring leading the Senior Executive Team and the Board in understanding and approving those budget plans.

• Responsible for processes that set organizational priorities and allocate resources toward the delivery of those priorities (for both operating and capital revenues/expenditures).

• Allocates scarce resources among multiple programs/departments and approves budget recommendations and remedial strategies of others.

• Develops policies, principles, and processes to assist in the management of resource allocation, service provider contracts, and decision support.
• Ensures strong integration of information and issue management between the planning aspects of Financial Services and reporting. This includes accountability for managing an effective forecasting mechanism to assist senior executives to be able to commit and adjust resources toward organizational priorities.

• Develops strong liaisons with the Regional Hospital Districts and Foundations to secure funding for prioritized expenditures (mainly capital).

• Communicates with Regional Hospital District Boards, the IH Board, IH senior management, and the Ministry of Health services staff and executive.

• Provides direction and leadership to the Business Support/Financial Services team.

• Performs other related duties as assigned.

Education, Training, and Experience
• A Bachelor’s degree accompanied by a CPA accounting designation.
• A Master’s degree in a relevant discipline such as business or healthcare administration is an asset.
• A minimum of ten years of experience at an executive management level in a large, complex, and highly visible organization with proven expertise in dealing with a variety of stakeholders.
• Proven track record of innovative and strategic decision-making as well as experience in implementing change with new procedures and practices.
• Experience in both public and private sector organizations with multi-site operations is preferred.
• Experience in leading budgeting processes across an organization and ensuring that they are done accurately and in a timely manner.
