Country Head Procurement : 00008K2N

As a savvy negotiator, you’ll oversee the management of more than 800 contracts generating over $300 million in spending and be required to identify and deliver significant opportunities for sustainable saves from these. You’ll also manage a department expense budget of c. $2M.

You’ll also be essential to driving greater collaboration in purchasing across the Americas Region and HSBC Group, and to reshaping the purchasing function from an administrative, order-taking job to a consultative, idea-generating role.

Overall Accountabilities:

  • Leading a staff of up to 30, you will:
  • Develop and implement sourcing and purchasing strategies for HSBC Bank Canada
  • Help establish contract, asset and vendor management policies and procedures
  • Negotiate contracts
  • Analyze spending patterns
  • Implement procurement automation processes and software
  • Supervise sourcing and purchasing staff and develop training plans
  • Direct sourcing projects across Canada to generate savings for business units
  • Build strong relationships with business partners all over Canada to influence their decisions and minimize expenditures
  • Provide support with corporate travel management (this includes developing national and international travel strategies and managing travel-related staff and vendors)
  • Functionally responsible for Accounts Payable (i.e. controlling Procure to Pay activities) which also include the Bank’s T&E policies and related systems, procedures and controls

Impact on the Business

  • Identify and Mitigate all Risk around vendors and the supply chain
  • Identify and realize Sustainable Save opportunities for the business significantly reducing cost whilst maintaining service and risk appetite levels
  • As evidenced in losses, complaints
  • Sustainable saves resulting in reduced $’s spent

  • All Global Functions and Global Businesses are Business Partners
  • Particularly strong working relationships to be maintained with Legal, Compliance, Risk, Audit and IT
  • Satisfaction scores as measured in the HTS BP Survey

Leadership & Teamwork

  • Lead and develop an effective team through communication, performance management, development plans and reward/recognition practices. Cultivate an environment that supports diversity and reflects the HSBC brand

Operational Effectiveness & Control

  • Complete other responsibilities, as assigned
  • One off projects around divestment, acquisition etc
  • As assigned

Major Challenges

  • HBCA operates in a complex regulatory environment and competes locally with highly successful and very large domestic Banks which can have an impact on local “purchasing power”
  • HBCA is very successful in its own right but has the opportunity to continue to benefit from Group and America’s Region “purchasing power”
  • Historically there has been room for opportunity around vendor risk management, outsourcing policies and Procurement related documentation. Whilst this is now remediated focus must remain on ensuring this is maintained
  • There are no “low hanging fruit” left in the sustainable save space and negotiating skills are key in identifying and realizing further sustainable saves going forward

Role Context

  • The role has signing authorities as a lid out locally in the approval matrix
  • The role has significant exposure to HBCA EXCO members, senior leadership of the organisation, HBCA customers and vendors
  • The role is seen as a key and trusted business partner in many strategic initiatives
  • HBCA is usually 5th to 7th largest contributor of PBT in the Group annually and the Procurement lead, working with the COO and CRAO, is key in driving sustainable save initiatives to support this

Management of Risk

  • Ensure compliance, operational risk controls in accordance with HSBC or regulatory standards and policies; and optimize relations with regulators by addressing any issues
  • Promote an environment that supports diversity and reflects the HSBC brand and its values
  • Ensure key polices such as T&E, UK Anti-Bribery Act are deployed effectively in country and documented appropriately

Observation of Internal Controls

  • Maintains HSBC internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators
  • Owns the in country T&E Policies and related procedures and governance mechanisms being fully accountable for all Procure to pay activities


  • A bachelor’s degree in business administration, purchasing, supply chain management, economics or a related area
  • At least 7-10 years’ purchasing and supply management experience, 5 of which at the senior manager level or high
  • Demonstrated experience with contractual terms and conditions and an understanding of their use in effective corporate risk management
  • Progressive project management experience
  • Extensive experience developing and leading effective teams
  • Excellent communication and negotiation skills
