The Ministry of Advanced Education, Skills and Training provides leadership and direction for post-secondary education and skills training systems in British Columbia as well as the dissemination of labour market information and the delivery of labour market programs. The Ministry plays a key role in helping British Columbians from every background and region to have the opportunity to reach their full potential.

The Post-Secondary Finance Unit establishes and distributes operating grants and student full-time equivalent (FTE) enrolment targets; monitors financial performance; and provides accounting policy and financial accountability advice to British Columbia’s public post-secondary institutions (PSIs) and to other Ministry departments/branches.

As part of the Financial Performance team, the position develop, implement and monitor financial reporting policies and procedures to support the Ministry’s oversight of public post-secondary institutions, including analysis of institutions’ highly diverse financial health and sustainability; applies professional accounting and financial acumen to analyze and draw appropriate comparisons, articulate differences, and recognize and synthesize financial disparities; and is relied upon by the sector and the Ministry as subject matter experts in the field of PSAS accounting and best practices in budgeting and financial health.

Job Requirements:

In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

• Professional accounting designation, CA, CGA, CMA; and 4 years related senior level financial experience.

• Experience applying Public Sector Accounting Standards (PSAS) principles, practices, methods and procedures in order to interpret financial results.

• Experience leading or participating in audit or review engagements.

• Experience researching, analyzing and evaluating financial transactions, reports and audited financial statements.

• Experience maintaining relationships and managing client needs/issues with senior ministry staff, senior level professionals and stakeholders.

• Experience in the preparation of business cases and cost-benefit analysis.

• Experience using computerized financial accounting systems, accounting software (e.g. CaseWare), word-processing, spreadsheet applications, e-mail and the Internet.
