Position Summary
Interior Health is looking for a permanent full time Manager, Staffing Services to join our dynamic team in Kelowna. This position offers a large scope for future career development in leadership as well as the support of a great team.

About the Role:

The Manager, Staffing Services is responsible to provide leadership for planning, developing, delivering, and evaluating optimal staffing services. The Manager ensures services across all programs are delivered in an effective and efficient manner through collaboration and consultative advice on system design, policies/procedures, business processes, management practices, and compliance with governing contracts and legislation. The Manager develops and fosters constructive and collaborative relationships with key customers and other stakeholders such as Payroll, Finance, and Human Resources to evaluate and implement mutually beneficial solutions within the delivery of Staffing Services. The Manager is accountable for the overall day to day management of the Staffing Services Centre including the direct management of people and resources, providing consistent, customer-focused services with a high level of customer satisfaction.

Some Key Duties may include:

• Provides leadership to foster a collaborative practice environment which supports staff and client involvement in decision making to create sustainable staffing solutions.

• Provides leadership to the Staffing Services Centre including the direct management of people and resources, using effective management and communication techniques: coaches and mentors staff to foster a healthy and respectful work environment, enables developmental opportunities, investigates issues, and facilitates problem resolution.

• Coordinates and participates in the day-to-day workflow of Staffing Services Centre activities. Monitors Staffing Services Centre workloads to meet operational requirements, provides timely and effective delivery of service and provides expertise and direction to ensure adherence to standard processes and collective agreement interpretation.

• Identifies workforce plans and human resource strategies at the point of care, service, or program level, working collaboratively with key program leaders and human resource leaders.

• Establishes and fosters collaborative relationships with customers at all levels within the portfolio. Assists operational leaders to identify trends in scheduling data, forecast relief needs, and develop plans and strategies for effective and consistent staff scheduling and relief workforce planning.

• Establishes and monitors service level agreements with customers, providing leadership and direction to ensure that the agreements are understood and adhered to by all parties.

• Educates and guides client Managers towards understanding and interpreting governing language and established standardized Staffing Services business processes.

• Ensures system maintenance and integrity in conjunction with the system suppliers and IMIT. Liaises with other departments such as Payroll, Human Resources, and Finance to ensure the Staffing Services’ software is configured appropriately to interfaces with other software packages. Organizes training and supports users in operating the applicable computerized programs/applications.

• Prepares the annual operating and capital equipment budget for Staffing Services; monitors activities and ensures expenditures are within approved budgets; and identifies efficiencies and promotes the optimal use of resources, making recommendations for current and future program and service adjustments.

• Responsible for recruitment, performance management, attendance management, and discipline measures as required for positions within the Staffing Services Centre.

• Represents the Employer on joint union/management meetings for the purpose of information sharing and problem solving. Participates on employer committees as required.

• Administers the collective agreement and provides interpretation to Program Managers and departmental staff regarding general issues related to leave requests, relief scheduling, hours of work, and timekeeping.

• Consults with Human Resources for the purpose of responding to grievances, employee time and attendance management, and other performance and labour relations issues.

• Carries out special projects as assigned ensuring collaboration with key stakeholders and including facilitating project activities, progress reporting, problem resolution, and making recommendations.

• Performs other duties as assigned.

Qualifications
Education, Training, and Experience
• A Diploma or Bachelor’s degree in Business Administration or Healthcare Management.
• A minimum of 5 years of recent, related experience in a complex organization including experience and/or training in an electronic staff scheduling environment.
• People management/supervisory experience in an environment that is fast-paced and customer-oriented.
• Or an equivalent combination of education, training, and experience.
