The Pacific Gateway Branch resides in the Partnerships Department of the Ministry of Transportation and Infrastructure. The Pacific Gateway Branch’s vision includes elevating the profile of BC to become the preferred gateway for Asia Pacific trade, and to have the most competitive, safe, sustainable and reliable supply chain on the west coast of the Americas, linking Asia to North America via British Columbia. Competitive, reliable, and efficient full-service transportation corridors must be established between Asia and North America in order to increase trade, create jobs and economic benefit for the Province and Canada. The benefits to BC from strengthening and diversifying the economic base of the province, with emphasis on the emerging Asian trade markets, are projected to generate growth in outputs and a significant number of new high-paying jobs in supporting transportation sectors.
The Pacific Gateway Branch provides, directly and through partner agencies, an efficient, integrated and cost effective transportation system that contributes to a vibrant economy, environmental sustainability and supports healthy, liveable communities. The Branch works closely with other provincial ministries (such as Jobs, Tourism and Technology; Municipal Affairs and Housing; Energy, Mines and Petroleum Resources; Forests, Lands, Natural Resource Operations and Rural Development; and Finance), other levels of government (Canada, Alberta, Saskatchewan, First Nations, and municipal) and the private sector (port, railways, terminal operators, trucking industry, shippers, distribution centres, airports, etc.) to initiate, deliver and support key infrastructure, performance, access and reliability improvements to create a modern, seamless, effective supply chain. This includes supporting the advancement of supply chain efficiency projects, brokering funding partnerships, implementing or supporting complementary provincial and federal policy, and ensuring customers are knowledgeable about the unique collaboration that sets Pacific Gateway supply chains apart from our competition.
The Project and Program Analyst provides project management, policy analysis, research and advice required to deliver priority projects. The Project and Program Analyst also participates in engagement and consultative processes with internal/external stakeholders and technical experts, for purposes of developing recommendations for senior management and Executive on a wide range of Pacific Gateway projects or for developing or reviewing implications to related policy and legislation. The Pacific Gateway Branch operates in a matrix style of work allocation and prioritization where staff report to one human resources supervisor but report to other supervisors based on the project. The position may be called upon to join ‘Research Teams’ that would be formed to perform in depth research and analysis on key Pacific Gateway initiatives of high priority.

Job Requirements: In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:
Degree in business administration, public administration, economics, social sciences, engineering or equivalent.
A minimum of 2 years recent and related experience. Recent and related experience may include:
Experience in planning and conducting research, policy analysis and development.
Experience in writing a variety of documents, such as briefing materials/reports/correspondence.
Experience contributing to the management of projects and/or project components in a way that demonstrates knowledge of project management principles.
Experience in developing and maintaining effective and cooperative working relationships, inside and outside government.
Experience in providing analyses, evaluation and recommendations to senior officials.
Experience working effectively in a multi-disciplinary and cross-organizational team environment.
Preference may be given to those who have experience in managing projects and/or project components.
