Social Program Officer CP 24R (Growth)

* This posting is ongoing to establish an eligibility list for future permanent and/or temporary/auxiliary vacancies.
* The position can be performed from any of the following communities: Vancouver, Surrey.
* Currently there are five (5) permanent full-time positions available.  We will begin the screening and selection process on Monday, March 23, 2020 to fill current vacant positions and then ongoing every four (4) weeks.

The Ministry for Children and Family Development is one of the largest ministries in the BC Government.  Its primary roles are to assist individuals and/or families in need and to ensure the safety and/or well-being of children.  These services are provided during week days and after normal working hours or on weekends, or statutory holidays, through the Provincial Centralized Screening Branch.  The Branch acts as a call centre and first line of response for the reporting of incidents across the province which operates on a on a 24 hour, 7 days per week shift schedule. Social workers support families and community partners over the phone.

The primary roles of the position are to ensure the safety and/or well-being of children who are at risk and to support individuals and families in need. The Child Protection Social Worker works through crisis intervention and dispute stabilisation to resolve situations. The Child Protection Worker reports to a Team Leader, who in turn reports to a Director at Provincial Centralized Screening.

Current shift opportunities at Provincial Centralized Screening:
Rotating shift pattern: 4 days on, 3 off/ 8.75 hours per shift (Meal break is paid)
The shift patterns include Week Days, Evening and Weekend shifts
. Examples of start and end times are:  6:00 am to 2:45 pm, 08:00 am to 4:45 pm., 10:00 am to 6:45 pm, 4:00 pm to 12:45 am, or 6:00 pm to 2:45 am, 8:00 pm to 4:45 am, 10:00 pm to 6:45 am, 11:00 pm to 7:45 am.

  • Please note there are different shift patterns within these shift opportunities that will be worked on a rotational pattern throughout the year. Each staff person will work a variety of shifts on rotation. **Applicants must be available to work all shifts.
  • Currently full-time staff will work a compressed work week consisting of 4 shifts on, 8.75 hours each, resulting in three (3) days off a week.
  • As per the relevant collective agreement provisions on paid holidays and dependent upon schedules, staff will earn hours towards additional leave.
  • In addition, there may be opportunities for overtime or, alternatively, compensatory time off.

In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • Bachelor’s Degree or higher in Social Work; OR Bachelor’s Degree or higher in Child and Youth Care; OR
  • Master of Education in Counselling Psychology/Master of Arts in Counselling Psychology with completion of a practicum in family and child welfare as defined in the Job Profile attached at the bottom of the posting; OR
    • NOTE: If this education was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services (ICES). You must provide a comprehensive report and the MCFD supplemental report by the closing date of this posting to be considered; OR
    • A candidate may be considered equivalent when they are registered and a member in good standing with the BC College of Social Workers or has a letter from the College confirming that their application for registration has been approved.
    • Applicants may be considered who have not yet graduated but have completed all required courses and are able to provide a letter from their educational institution confirming completion of degree requirements.
  • In-service Ministry of Children and Family Development employees who have a SPO 24-30 base position that requires delegation under the Child, Family and Community Services Act (CFCSA); OR
  • Bachelor’s Degree in a Human Services field or a Bachelor’s Degree with a Major/Honors in a Human Services field PLUS a minimum of two (2) years of recent, obtained in the last five (5) years, *related work experience; OR
  • Post Graduate Diploma/Certificate in a Human Services field (from a University or Graduate School) obtained AFTER completion of an unrelated degree PLUS a minimum of two (2) years of recent, obtained in the last five (5) years, *related work experience.
    • *Related work experience includes experience gained during and/or after completing the required education, and includes working with children, youth and families in a number of settings. For a full list of applicable settings please review the Job Profile attached at the bottom of the posting.
    • Human Services fields include: Psychology, Sociology, Criminology, Anthropology, Early Childhood Education, Theology, Indigenous Studies, Education, or Nursing. Other combinations of education and experience may be considered.
    • NOTE: If this education was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services (ICES). You must provide a basic report by the closing date of this posting to be considered.
