Commercial Vehicle Safety and Enforcement (CVSE) is a Provincial Compliance and Enforcement Agency which represents a large portion of the provincial government’s responsibility pertaining to commercial vehicle safety in British Columbia. It is recognized provincially as a leader in promoting safe commercial carriers, vehicles and drivers.
The CVSE Branch, located in Ministry of Transportation and Infrastructure Headquarters in Victoria, comprises the corporate functions required to lead the ministry’s work throughout the province promoting compliance of safety regulations within the commercial transport sector. Branch programs provide support to roadside enforcement through delivery of the Commercial Transport Act, the Motor Vehicle Act and the Passenger Transportation Act, and associated regulations designed to improve vehicle and driver fitness and the protection of highway infrastructure.
As Director of this Branch, reporting to the Executive Director, Passenger Transportation and Commercial Vehicle Safety and Enforcement, you will be directly responsible for leading five centralized program area teams: Compliance and Training, Commercial Transport, Dangerous Goods, National Safety Code and Vehicle Inspection Standards. Through these teams and working directly with CVSE managers and staff across the province, you will oversee compliance and education programs and pursue jurisdictional harmonization of commercial transport standards and policies for oversized vehicle weights and dimensions. You will review and ensure the relevance and effectiveness of our programs related to the road transportation of dangerous goods, inspection standards for both private facilities and roadside, and National Safety Code certification of commercial carriers.
As this highly visible program area is often in the public’s eye, you will be called upon to provide strategic support to government’s communications with the public and media around existing and emergent issues. You will lead the ministry’s stakeholder engagement and relationships with the commercial transport industry, demonstrating a strong understanding of the complexities surrounding the commercial vehicle industry and promoting excellent standards in customer service. Your influence and expertise will be key to maintaining a collaborative, constructive dialogue with multiple industry and government partners, promoting a culture of engagement and partnership when new initiatives, policies and legislation are being considered and implemented. You will also have the authority to develop and drive new programs, policies and initiatives in line with government and industry priorities.
CVSE is evolving, both as a Branch and as an organization overall. You must demonstrate an ability to influence, innovative and change management outcomes, while engaging and supporting your staff. You will be accountable for completion of the Branch Strategic Plan and the integration of recommendations from the December 2018 Office of the Auditor General report titled ‘An Independent Audit of Commercial Vehicle Safety,’ into organizational policy and practice. With government, ministry and public focuses on areas such as Indigenous relations, climate change, inter-provincial relations and the economy, you will be uniquely placed to guide and develop policies and programs to bring CVSE in line with broader initiatives in government.

To be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:
- A university degree in an area of expertise related to the role (Engineering, Business, Communications, Commerce, etc..) and 5 years of related experience.
- Several years of experience (3-5 years) in the area of strategic and business planning, policy and program development.
- A minimum of 5 years of management experience at progressively more senior levels.
- An equivalent combination of education and experience may be considered.
Related Experience must include the following:
- Experience with collaborative, complex, multi-sector, multi-agency strategic planning, strategic relations and program implementation.
- Experience in management of geographically dispersed multi-disciplinary staff.
- Experience making decisions on complex managerial or technical problems.
- Experience establishing and reconciling program and project objectives, priorities and budgets.
- Experience designing and implementing corporate business functions, programs, goals and objectives.
- Experience interpreting the relevant acts, regulations, policies and procedures governing transport inspection and enforcement.
- Experience leading division and department programs and services.
- Experience with internal and external communication.
- Experience developing applying department and corporate policies.
- Prefer experience in a transportation related organization (transportation related experience may be given preference to be noted.)
