Human Resources Manager – Full-Time (35 hours/week)

The BC Aboriginal Child Care Society (BCACCS) is a Centre of Excellence for Indigenous early learning and childcare. BCACCS undertakes research, develops training, and resources, and provides services and leadership to support Indigenous communities throughout BC in creating high-quality, culturally respectful, spiritually enriching community childcare services that are based on the child’s culture, language, and history.

Position Summary

Reporting to the Executive Director, the Human Resources Manager is responsible for overseeing the human resource functions at BC ACCS and for driving change in a period of significant growth, while ensuring alignment with BCACCS culture and values.

The Human Resources Manager is responsible for analyzing and making recommendations for change to organizational structures, creating and implementing HR policy and procedures, talent acquisition, onboarding and orientation, succession planning, performance management, wellness, health, and safety programs, employee learning and development, as well as supporting and coaching management with employee relations concerns.

Principal Duties & Responsibilities

Organizational Structure

  • Conduct overall Organizational review and create an overall structure that will align with BCACCS future growth
  • Conduct a Human Resources review and create a human resources strategy that aligns with our culture, values, strategic planning and future projected growth
  • Identify and create HR measures and metrics and utilize the results to report on the organization’s performance, identify gaps and provide input into the overall strategy
  • Serve as a champion of organizational culture and ensures HR programs support and align with BC ACCs culture
  • Work collaboratively with the management team to support organizational growth and development through an effective workforce planning
  • Regularly update the Organization Chart and Job Descriptions to ensure accuracy

Leadership/Management Support

  • Support managers by providing human resources advice, counsel, and support for employee relations, concerns, and issues
  • Coach and support managers regarding their employee development/performance, assist with the development of performance improvement plans, and coach managers through performance conversations
  • Oversee, guide, and support the managers to ensure the timely and effective completion of the performance evaluation process
  • Act as a resource to managers in all aspects of the employment relationship
  • Work with managers to ensure their teams have the tools, training, and support to be successful in their roles and maximize team performance

Employee Relations

  • Serve as a resource to employees in all aspects of the employment relationship
  • Assist employees with policy interpretation, conflict resolution and working relationships, and other employee relations issues
  • Oversee the coordination of team building and social events
  • Liaise with the benefit provider to oversee benefits program administration for all eligible staff
  • Regularly review compensation philosophy and conduct a market survey and analysis to ensure the competitiveness of the organization’s wages and ability to attract talent

Talent Acquisition

  • Manage the recruitment and selection process to attract talented employees, and fill vacancies, including sourcing, testing, interviewing, hiring, and onboarding
  • Update, coach, and train managers in best practices regarding recruiting and selection processes
  • Develop and maintain a progressive and proactive candidate sourcing strategy (e.g., website/job board posts, associations, referrals, social media, networking events, passive candidates, etc.)
  • Schedule and participate in 2nd and 3rd interviews and prepare & facilitate offers

Training and Development

  • Create and implement an effective engaging onboarding and orientation program
  • Ensure effective training and professional development opportunities are available to support employee development and succession planning
  • Conduct training needs analysis regularly to create a learning and development which aligns with organizational growth

Policies and Procedures/Compliance

  • Guide HR policies and procedures, ensuring compliance with provincial and other legislative requirements
  • Ensure adherence to all organizational HR policies and procedures, including safety requirements
  • Act as a project leader for new HR initiatives and programs
  • Create and implement new HR policy as required
  • Guide the payroll and benefits process (in conjunction with the Finance Manager
  • Manage HR administration including benefits administration, leave tracking, engagement surveys & reports, employee file maintenance, etc.

Skills & Qualifications

  • A minimum of 5 years of relevant work experience combined with a post-secondary degree in Human Resources, Business Administration; Social Services, Organizational Development, Psychology, or a related field.
  • Or an equivalent combination of experience and education.
  • CHRP designation is an asset
  • Experience with change management and unifying culture and values with human resources practices
  • Strong people skills – must have the ability to engage and motivate others.
  • Ability to maintain confidentiality
  • Demonstrated knowledge of BC Employment Standards, WorkSafeBC BC, and relevant legislation and regulatory requirements to ensure organizational compliance
  • Committed to supporting Indigenous children and communities
  • The capability to foster and maintain strong relationships both internally and externally and communicate with a variety of people of varying skill levels
  • Ability to work well within a First Nations environment while demonstrating professionalism, flexibility, sensitivity, patience, diplomacy, and confidentiality
  • Excellent time management, organizational, planning, and analytical skills.
  • Proven ability to manage priorities and deadlines
  • The ability to motivate and develop the performance of others
  • A strategic thinker with an ability to focus on organizational change required for future growth
  • Strong verbal and interpersonal communication skills including the ability to communicate effectively with a variety of people
  • Well-developed writing skills including report writing
  • Well-developed computer skills including Microsoft Office.
  • Knowledge of/experience in Indigenous and non–profit organizations is an asset.
  • Satisfactory Criminal Records Check.

In accordance with section 41 of the BC Human Rights Code and Section 15 of the Canadian Charter of Rights and Freedoms, preference will be given to qualified candidates with Aboriginal ancestry.
