Position Summary

Interior Health is looking for an Investigator, Human Resources to join our Employee Relations team!

About the Role:

The Investigator, Human Resources will assume full responsibility on behalf of the organization for carrying out complex human resource investigations, including but not limited to: workplace environment complaints; human rights complaints; alleged abuse, professional misconduct, theft, breach of organizational policies; performance management issues.

The objective of the Investigator is to thoroughly and expeditiously investigate complex human resource issues in a fair, unbiased and consistent manner. The Investigator works closely with the manager, director or supervisor as well as other Corporate HR and organization departments. The Investigator promotes and fosters a consultative and problem-solving employee/labour relations approach that contributes to the achievement of the goals and objectives of IH.

To fulfill the role as described, the Investigator must be knowledgeable in the labour relations industry, applicable legislation as it applies to investigations, and the full scope Human Resources within Interior Health and business objectives of the organization.

This position offers a flexible worksite and can be located anywhere within our Interior Health region.

Some Key Duties may include:

• Applying established investigation practice, investigates highly sensitive, complex Human Resource issues including:
o conducting complainant, witness and subject interviews;
o collecting and analyzing data from various internal systems;
o collecting and analyzing documentation and evidence from various sources
o production of completed investigation documentation
o writing detailed reports, file and maintain records
o proposing remedial action based on investigation findings;

• Works with a high degree of independence while managing multiple investigations simultaneously.

• Liaises with internal organization departments as necessary to ensure the effective and efficient functioning of the investigation process.

• Employs deductive reasoning and analysis to make informed decisions and conclusions that may lead to discipline up to and including termination of employment.

• Brings investigations to closure rapidly and definitively.

• Maintains strict confidentiality.

• Apply established investigation practice to ensure comprehensive and quality investigations.

• Based on findings, recommends mitigation strategies; consults with Labour Relations and other appropriate HR team members as required.

• Coaches, advises, and educates department managers / supervisors on mitigation and continuous improvement strategies.

• Recommends mediation and facilitation towards resolution of complex workplace environment and conflict issues where appropriate.

• Recommends performance improvement plans, consults and coaches on performance management issues.

• Provides consultation, advice and assistance in the interpretation and administration of the various collective agreements, HR policies, and other relevant legislation.

• Advises on disciplinary issues; identifies difficult / complex /high risk labour relations issues and consults with Labour Relations when deemed necessary.

• Develops and maintains effective working relationships with local and district union representatives.

• Contributes to dispute resolution processes as appropriate, including grievances.

• Prepares, reviews and analyzes relevant information, data and metrics identifying trends and opportunities for improvement.

• In collaboration with Labour Relations, acts as Investigations subject matter expert.

• Contributes to the development of training and education materials, may participate in education session as appropriate.

• Performs other related duties as may be assigned.

• An undergraduate degree in an area of HR Management or related field.
• Minimum of seven years of recent related experience in Human Resources and/or labour relations.
• Investigation and/or legal experience preferably in a unionized environment.
