Description:
1. Summary

Prince Edward Point National Wildlife Area (PEPNWA) is a remote site largely accessed by staff of the Canadian Wildlife Service (CWS), researchers, and day-users. This National Wildlife Area is unstaffed for the majority of the year with the exception of two student positions between the months of May and August and periodic visits throughout the year by CWS-Protected Areas staff. CWS actively maintains three buildings: the Migration Monitoring station, the Fritze Cabin and the Vancott Cottage. The site also has several trails, beaches, a public dock and boat launch, and two public washrooms (vault toilets). The Fritze cabin is used by CWS staff and researchers throughout the year, and the Vancott cottage is leased to the Prince Edward Point Bird Observatory for use by their banders from April to the end of October each year.
ECCC requires a contractor to provide general site caretaking services, cleaning of the public washrooms, winterize and reopen the Vancott cottage, perform communication/reporting services, and provide general contracting services.
The period of the contract is from April 1, 2025, to March 31, 2026.

The Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to four (4) additional one (1) year period(s) under the same conditions.

2. Security

There is no security requirement applicable to this Requirement.

3. Integrity Provisions

Bidders must provide a list of names, or other related information as needed, pursuant to section 01 Integrity Provisions of Standard Instructions 2003.

4. Service Requirements

For services requirements, bidders in receipt of a pension or a lump sum payment must provide the required information as detailed in article 3 of Part 2 of the bid solicitation.

5. Trade Agreements

The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA), the Canada–Chile Free Trade Agreement, the Canada–Colombia Free Trade Agreement, the Canada–Honduras Free Trade Agreement, the Canada–Korea Free Trade Agreement, Canada/US, Canada/Mexico, the Canada–Panama Free Trade Agreement, the Canada-Peru Free Trade Agreement.

6. Social Procurement

8. Debriefings

Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.

9. Official Languages

Environment and Climate Change Canada provides procurement services in both official languages. Bidders may submit a bid in the official language of their choice.
